مصرف سورية المركزي يفتح مساراً جديداً للعلاقات المصرفية مع أوروبا

كيف يمكن للقنوات المصرفية المستقرة أن تدعم التبادل التجاري والاستثماري بين سورية وألمانيا، وما الذي يتطلبه تعزيز الثقة بين المصارف السورية ونظيراتها الدولية؟ شكّل ذلك محور اجتماع حاكم مصرف سورية المركزي، السيد صفوت رسلان، مع ممثلي كوميرتس بنك الألماني (Commerzbank) في مقر المصرف المركزي، حيث بدأ المصرف العمل مع البنك الألماني على إعادة فتح العلاقات المصرفية وتطوير آفاق التعاون بين البلدين.

وخلال الاجتماع، استعرض المصرف المركزي الخطوات التنفيذية والإصلاحات التي يعمل عليها لتطوير القطاع المصرفي والنقدي في سورية، وتعزيز الرقابة المصرفية ومكافحة غسل الأموال وتمويل الإرهاب، كما جرى بحث توجهات كوميرتس بنك في تعاملاته الخارجية، وأهمية توفير قنوات مصرفية موثوقة ومستقرة تيسّر التبادل التجاري والاستثماري بين البلدين.

ويأتي اللقاء ضمن جهود مصرف سورية المركزي لتوسيع التواصل المباشر مع المصارف والمؤسسات المالية الدولية والجهات الرقابية، وتشجيعها على زيارة سورية والاطلاع عن قرب على واقع المصارف السورية والتطورات التي يشهدها القطاع، بما يتيح تقييماً مهنياً مباشراً ويسهم في معالجة المخاوف المتراكمة خلال السنوات الماضية، حيث تُشكّل ملكية المصارف الخاصة في سورية من مجموعات مصرفية عريقة في الخارج تمتلك تاريخاً مصرفياً طويلاً، نقطة إيجابية ينبغي البناء عليها لتعزيز الثقة وتوسيع آفاق التعاون المصرفي الدولي.

وتستند هذه الجهود إلى مسار متواصل لتطوير الأطر الرقابية والتشريعية، إذ تمتلك سورية تشريعات لمكافحة غسل الأموال وتمويل الإرهاب منذ عام 2005، عملت على تحديثها وتطوير إجراءاتها بما يواكب المعايير والتطورات الدولية.
ويشكّل تعزيز الامتثال والشفافية واستعادة الثقة الدولية ركائز أساسية لتهيئة الظروف اللازمة لتوسيع ارتباط القطاع المصرفي السوري بالنظام المصرفي الدولي.

Central Bank of Syria Opens a New Path Toward Renewed Banking Relations with Europe

How can stable banking channels support trade and investment between Syria and Germany, and what is needed to strengthen trust between Syrian banks and their international counterparts? These questions were at the heart of a meeting between His Excellency Safwat Raslan, Governor of the Central Bank of Syria, and representatives of Germany’s Commerzbank at the Central Bank’s headquarters. During the meeting, the Central Bank began working with the German bank to re-establish banking relations and expand prospects for cooperation between the two countries.
During the meeting, the Central Bank outlined the practical steps and reforms it is pursuing to develop Syria’s banking and monetary sector, strengthen banking supervision, and combat money laundering and terrorist financing. Discussions also covered Commerzbank’s approach to its international banking activities and the importance of establishing reliable and stable banking channels to facilitate trade and investment between the two countries.
The meeting forms part of the Central Bank of Syria’s efforts to expand direct engagement with international banks, financial institutions, and supervisory authorities, and to encourage them to visit Syria and gain first-hand insight into the current state of Syrian banks and the developments taking place across the sector. Such engagement would enable direct professional assessment and help address concerns that have accumulated over recent years. In this regard, the fact that Syrian private banks are owned by established international banking groups with long-standing banking histories represents a positive foundation on which to build, strengthening trust and broadening the scope for international banking cooperation.

These efforts are underpinned by ongoing work to develop Syria’s supervisory and legislative frameworks. Syria has had legislation to combat money laundering and terrorist financing since 2005, and has worked to update its legal framework and enhance its procedures in line with international standards and developments. Strengthening compliance and transparency, and rebuilding international confidence, are essential pillars for creating the conditions needed to deepen the Syrian banking sector’s integration into the international banking system.
